Во фразах At the end / In the end ошибаются так же часто, как и с числительными million / millions. Происходит это обычно в Writing Task 1 (Academic).
В чем отличия?
At the end
Сама по себе эта фраза обычно используется с of + noun и переводится как “в конце чего-либо”.

Она нам нужна, прежде всего, в Writing Task 1 (Academic), чтобы указать конец рассматриваемого периода.
Например,
The revenue of jewellery show A declined from 10 million to 7 million in the first seven years. However, this figure started rising rapidly from 2012 and reached its peak of 16 million at the end of the period.
Overall, the consumption of oil had a fluctuating trend, but it stabilized at the end of the period.
Although at the end of the decade the number of The New World magazine subscribers was the highest among other media types, it started the period with a zero.
In the end
А вот эта фраза не требует после себя ничего. Ее значение – “в конце концов”, “в итоге”.
Ее синонимы: finally, eventually.
Я бы не пользовался ею в Writing Task 1, а оставил бы только для Speaking Part 1 & 2. А все потому, что звучит она неформально. В Task 1 ей на замену придут те же finally или eventually.

Мы берем At the end, если поясним, в конце чего. В конце года, в конце периода, в конце столетия.
А вот In the end нам понадобится, если мы хотим выразить мысль “в конце концов”, не поясняя, в конце чего именно что-то имело место.
